My Kelly shoulder strap accidentally got damaged! My puppy found it and thought it was his chew toy. What should I do?

How tragic that your puppy got hold of your Kelly shoulder strap. The good news is he did not get hold of the actual bag and damage it. The even better news is that the Kelly shoulder strap can be replaced by the Hermès spa.
Bring your bag and the damaged shoulder strap to your home boutique (or to the mothership in Paris if you are traveling there) and request a new identical strap be ordered for your bag. If your home store does not have a spa within that location, they will ship it to Paris to be made and when it is completed it will be shipped back to your home store.
It may take 3-6 months to be completed, and there will be a charge of approximately $700-800 in the U.S. for regular togo or chevre leather (more for exotic). But you will receive a new shoulder strap for your Kelly. Just remember to keep all your bags safe and out of reach from pets and small children.
